Call for Submissions for Carbon Offset Projects of the 15th National Games Macao Venue

To achieve the carbon neutrality goal of the upcoming 15th National Games Macao Venue, the Macao International Carbon Emission Exchange (MEX) will conduct high-quality carbon offsetting in accordance with the Carbon Neutrality Action Plan for the 15th National Games Macao Venue.

To ensure the integrity and impact of this carbon offsetting initiative, MEX has partnered with SYLVERA, a leading carbon credit rating agency, to call for high-quality carbon credit projects worldwide.

This call for submissions aims to invite global project developers to submit their innovative and impactful carbon credit projects for inclusion in MEX's High-Quality Carbon Offset Project Library. All projects that pass MEX's rigorous screening and SYLVERA's independent rating will be made public and play a key role in realizing the carbon neutrality vision of the 15th National Games Macao Venue.

I. Project Eligibility Criteria

In accordance with the Standard Carbon Market Instrument (SCM) framework developed by MEX, carbon credit projects meeting the following criteria are eligible for submission to the project library:

  1. Project Type: Nature-based carbon removal, engineering-based carbon removal, energy efficiency improvement, waste management, and other innovative and verifiable greenhouse gas (GHG) emission reduction technologies (no restrictions on CCER project types).
  2. Project Region: China, Portuguese-speaking countries, and small island nations (projects in the Asian region, especially those contributing to regional climate goals, may be given priority).
  3. Project Crediting Period: 2020 onwards.
  4. Registration Mechanism: CCER, VCS, GS, BioCarbon Standard, Puro.earth, OCP. GEC projects meeting the following criteria are eligible for submission to the project library:
  5. Project Type: No restrictions.
  6. Project Region: Guangdong Province.
  7. Project Period: Q2 and Q3 of 2025.
  8. Other Requirements: Non-subsidized and non-channel projects.

II. Project Rating Criteria

SYLVERA's rating system conducts independent assessments of eligible carbon credit projects based on its proprietary standards, covering the following key dimensions:

  1. Additionality: Ensuring that emission reductions or removals would not occur without carbon financial incentives.
  2. Carbon Score: Verifiable and quantifiable greenhouse gas (GHG) emission reductions or removals.
  3. Permanence: The long-term durability of emission reductions or removals.
  4. Carbon Leakage: Assessment of any unintended increase in emissions elsewhere resulting from the project.
  5. Co-benefits: Positive social, environmental, and economic impacts beyond carbon reduction.
  6. Robust Monitoring, Reporting, and Verification (MRV): Clear and transparent processes for tracking and verifying project performance.

Carbon credit projects rated B or above by SYLVERA will be included in MEX's High-Quality Carbon Offset Project Library. CCER and GEC projects are exempt from screening and rating and will be directly incorporated into the library.

III. Project Submission Materials

MEX invites interested carbon credit project developers to submit proposals outlining project details, including:

  1. Project Overview: A concise summary, objectives, and estimated greenhouse gas (GHG) emission reductions/removals.
  2. Project Description: Detailed     information on project type, technology, implementation plan, and timeline.
  3. Location: Specific geographic coordinates and detailed location information.
  4. Registry and Methodology: Specification of the registry where the project is registered and the applied methodology.
  5. Carbon Credit Volume: Issued carbon credit volume (no less than 500 tons).
  6. Validation and Verification Status: Current status of project validation and verification.
  7. Co-benefits: Description of any additional social, environmental, or economic benefits.
  8. Project Owner Overview: Profile of the project holder.
  9. Finance: Basic financial overview of the project.
  10. Supporting Documents: Any relevant reports, certifications, or studies.

GEC projects are required to submit thefollowing details:

  1. Project Overview: A concise summary and geographic location.
  2. Project Description: Detailed information on project type, technology, implementation plan, and timeline.
  3. GEC Volume: Issued GEC volume.
  4. Project Owner Overview: Profile of the project holder.

IV. How to Submit

Submission Deadline: [October 31, 2025]

Submission Method:

  1. Please send your detailed project proposal to [service@maceex.com].
  2. The email subject should be marked as "Call for Carbon Offset Projects of the 15th National Games Macao Venue - [Your Project Name + Registry Name + ID]".

V. Screening Process

  1. Preliminary Screening by MEX: Proposals will be reviewed against eligibility criteria specified in the SCM, including carbon credit project type, geographic region, and registration registry.
  2. SYLVERA Rating: Carbon credit projects that meet the basic SCM eligibility criteria but have not obtained a SYLVERA rating will be recommended to the SYLVERA platform to submit applications for independent quality assessment and rating in accordance with its proprietary rating framework. It should be noted that obtaining a SYLVERA rating is not a mandatory part of the project screening process.
  3. Final Selection: Carbon credit projects that pass MEX's screening and receive a SYLVERA rating of B or above will be considered for inclusion in our High-Quality Carbon Offset Project Library.
  4. Public Announcement: Selected projects will be publicly announced by MEX.
